Subject: Xiamen Peoples Government Issued a Notice on Temporary Requirements and Control Measures over Ships in Waters of Xiamen Port area during the Major International Event

On 28 June 2017, Xiamen Peoples Government issued a Notice on Implementing Temporary Requirements and Control Measures over Ships in Waters of the Port Area of Xiamen Bay during the Major International Event for ensuring the smoothness of the BRICS summit, which will be held in Xiamen between 03 and 05 September 2017.

As per the notice, from 0000hrs on 1 September 2017 to 2400hrs on 6 September 2017, all the ships enter into waters of Xiamen port area are not allowed to use fuel oil with sulphur content exceeding 0.5%.

From 0000hrs on 20 August 2017 to 2400hrs on 26 August 2017, it is forbidden for oil tanker, chemical tanker, liquefied gas carrier and ships carrying packed explosive materials,inflammable gas, flammable liquid, oxidation material, organic peroxides, self-reactive substances, highly toxic product, infectious substances, radioactive substance to enter into or depart from waters of Xiamen port area.

From 0000hrs on 27 August 2017 to 2400hrs on 6 September 2017, operations of loading and discharging dangerous cargo in Xiamen harbor district is prohibited. Ships carrying dangerous cargo other than those classified as Class 8(corrosive material) and Class 9(Miscellaneous dangerous substances) are prohibited from entering into or departing from the waters of Xiamen port area.

Given above, Owners/Charterers are suggested to make proper arrangements of vessels sailing route and ensure the sulphur content of ships fuel oil meet the requirement in order to avoid any delay to vessels. Owners/Charterers are also recommended to check with the local agent in advance in case any extra requirements will be met during the above mentioned periods.

Notice on Temporary Requirements and Control Measures over Ships in Waters of Xiamen Port area during the Major International Event

To ensure the Major international event to be held smoothly and in accordance with relevant law, regulation and Decision of Fujian Provincial Peoples Government on Implementing Temporary Regulatory and Control Measures during the Major International Event (SZFL No.187), the Decision of Xiamen Municipal Peoples government on Reinforcement of Control over Dangerous Articles (XF [2017] No.212) and the Decision of Xiamen Municipal Peoples Government on Reinforcement of Public Security Administration at Sea (XF [2017] No.248), it is determined to take temporary requirements and control measures for ships calling Waters of Xiamen port area. The measures are as follows:

I. From 0000hrs on Sep 1, 2017 to 2400hrs on Sep 6, 2017, all the ships that enter into waters of Xiamen port area are forbidden to use fuel oil with sulphur content above 0.5%.

II. Excepting the demand of the national economy and peoples livelihood, from 0000hrs on Aug 20 to 2400hrs on Aug 26, it is not permitted for oil tanker, chemical tankers, liquefied gas carrier and other ships carrying packed explosive materials,inflammable gas, flammable liquid, oxidation material, organic peroxides, self-reactive substances, highly toxic product, infectious substances, radioactive substance to enter into or depart from waters of Xiamen port area.

From 0000hrs on Aug 27, 2017 to 2400hrs on Sep 6, 2017, ships are not allowed to conduct loading and discharging operation of dangerous cargo at Xiamen port area. Meanwhile, ships carrying dangerous cargo except which classified as Class 8(corrosive material) and Class 9(Miscellaneous dangerous substances) are not allowed to enter into or depart from waters of Xiamen port area.

III. From 0000hrs on Aug 27, 2017 to 2400hrs on Sep 6, 2017, the operations of yachts and sailboats will be suspended in XiangshanYacht Marina in Siming District.

IV. From 0000hrs on Sep 1, 2017 to 2400hrs on Sep 6, 2017, the service of Visiting Kinmen at Sea will be suspended.

V. From 0000hrs on Sep 1, 2017 to 2400hrs on Sep 6, 2017, excepting for the need of peoples livelihood, the night navigation of passenger ferry will be suspended.

VI. From 0000hrs on Aug 27, 2017 to 2400hrs on Sep 6, 2017, the operation of passenger shipping lines for which the real-name administration system or source /destination security checks cannot be implemented will be suspended.
