Subject: Follow-Up Update on Low Sulphur Fuel Requirement to be implemented in All Ports within Yangtze River ECA from 01 Sep 2017
 
Reference is made to our latest Circular (Ref No.: PNI 1710) on 31 August 2017 regarding the implementation of Low sulphur fuel requirement at all ports within Zhejiang ECA. On 12.09.2017, Jiangsu MSA issued a formal notice which advised that as from 01.09.2017, ships berthing (excluding one hour after berth and one hour before departure) at all ports within Jiangsu ECA are required to use low sulphur contents fuel. We hereby summarized below key points for your kind reference:
 
1.  Applicable Sea area:

1)    Sea Water

Sea areas of Jiangsu Province from the north of the shoreline junction point of Jiangsu Province and Shanghai city to the south of shoreline junction point of Nantong and Yancheng.

2.   Inland water

Navigable waters under the administrative jurisdiction of 8 cities including Nanjing, Zhenjiang, Yangzhou, Taizhou, Nantong, Changzhou, Wuxi and Suzhou.
 
2.  Requirements:
a. As from 01.09.2017, all ships berthing (excluding one hour after berthing and one hour before departure) at all ports within above applicable area are required to use fuel with sulphur contents not exceeding 5000mg/Kg, excluding ships or crafts to be used for military or sporting purpose and fishing boats.
b. Inland water ships and river-to-sea ships are required to use diesel oil that meet with GB 252 standard and are prohibited to use residual oil and heavy oil. Ocean ships are required to satisfy relevant standard in accordance with international treaties which China entered into as well as the implementation details issued by Jiangsu authorities.
c. In consideration of the time period of changing the oil system and transforming the alternative measures, ships berthing at ports within Jiangsu ECA which violate the above requirement are subject to warning education and correction of breaches during first four months since the implementation date of this Notice, except for those ships berthing at Nanjing and Nantong ports area.
d. Ships are allowed to take alternative measures with equivalent effect such as connecting shore power, using clean energy, arranging after-treatment of exhaust, etc.
     
3. Local MSA and Communications Department will enhance supervision of calling ships in this respect.
 
Up to now, ships berthing (excluding 1 hour after berthing and 1 hour before departure) at all ports within Yangtze River ECA are required to use low sulphur content fuel (not exceeding 0.5%m/m) as from 01.09.2017.
 
In order for owners to better understand the implementation of low sulphur fuel requirement within Bohai rim waters ECA, Yangtze River Delta ECA and Pearl River Delta ECA, we hereby updated below timetable in line with the local authority’s newest requirement at this stage for your kind reference:
